You can't make a red brighter or more saturated than it is straight out of the tube. Mix a yellow into it and you'll create an orangey-red. Mix white into it and it becomes either pinkish or less saturated (depending on whether it's titanium white or zinc white you're using). Mix blue and you're heading towards purple.

What you can do is create an illusion of it being brighter by the colors (and tones) you paint next to it.
Red's complementary color, green, is a good place to start. Paint up a color chart with blocks of red surrounded by various colors, then hold it up to compare the results.
