Être sûr may require the subjunctive, depending on whether it is used affirmatively, negatively, or interrogatively:

Je suis sûr qu'il vient.
I'm sure he's coming.

Je ne suis pas sûr qu'il vienne.
I'm not sure he's coming.

Es-tu sûr qu'il vienne ?
Are you sure he's coming?
