Microsoft Visual Web Developer

The web portion of Microsoft Visual Studio Express is called Web Developer Express. It lets you create simple web pages easily and quickly. It's used mainly for building ASP.NET websites.

With the built in templates and wizards, Microsoft makes it really easy to add links and customize your website. Plus, it's a WYSIWYG editor, which is really helpful for both novice and advanced web designers.

Note: Web Developer Express hasn't been updated since 2015.

Microsoft also offers Visual Studio, which they call an "updated alternative to Visual Studio Express."
