World leaders are fair game for nighttime talk show hosts and comedians. When leaders do things that are contrary to the way we do things in this country or seem just plain ridiculous—posing for a picture on horseback shirtless—it's a given they'll be lampooned, including (or especially) Russia's Vladimir Putin.
